'No, you do not have to buy the student book.  You are correct that the teacher''s edition contains all of the same student activity pages (as well as the teacher content and answer key).  These pages may be reproduced for single classroom use.  The student books were produced, as a convenience for teachers, to keep all of the activity pages in one place for each student and to eliminate the need to make copies.  The choice is yours.  Please note that the student books are designed to be used  with the teacher''s edition and they do not include answers.'

Is this a guide for the parent/teacher or an actual workbook for a child to use?

Teacher's Editions are for the parent or teacher, however the lessons inside the book can be pulled out and used for the  student to complete the work, as the answer key is in the back of the book.
